Here's a good picture of a wood roof truss repair. This looks like it was done by a building professional. If I was to guess, this roof truss was damaged and while the city or county framing inspector was inspecting the house, he probably noticed the damaged roof truss and it was repaired properly.

Using bolts and washers, instead of using nails is an excellent way to repair damaged framing components. It might take a little more time, but the end product of the home repair will be a little bit better than using large nails.
